This session will focus on how the Department of Defense envisions the continued drawdown from Operation ENDURING FREEDOM, the reset of troops and assets, and the rebalance of capabilities to the Pacific and elsewhere.  This discussion will include the synchronization of DOD and Industry partners as we conclude operations in Afghanistan, adjust strategy and plan for the future.  Specific topics will likely include enduring, and non-enduring logistics lines of communication, freedom of movement and security, the Quadrennial Defense Review and future strategies.  Finally, USTRANSCOM will present a quick update on the latest Enterprise Readiness Center initiatives and encourage industry questions on their continuing role as a key DOD partner with industry. This session will focus on DOD’s partnership with the commercial sealift industry and its efforts to maintain an appropriate, balanced commercial and organic sealift capability necessary to meet national requirements.  This discussion will include efforts to reverse the downward trend of U.S.-flagged commercial vessels and the development of a Maritime Development Strategy.  Specific topics may address the impacts of fiscal pressures and budgetary uncertainty on the maritime industry, the emergency preparedness programs (Voluntary Intermodal Sealift Agreement, Maritime Security Program, Voluntary Tanker Agreement), and the organic Ready Reserve Force and Surge fleets.  Other topics may include cargo volumes and cargo preference, and industry best practices for DOD operations. Discussion topics during this period are expected to center around the readiness of the organic and commercial fleets and future requirements.  Specific topics include efforts on ensuring a viable CRAF program and improving the DTS through increased workload.  During the session, industry will be requested to provide their thoughts on ways to garner potential efficiencies within airlift operations (such as more efficient engines and ground operations) and share best practices. Surface topics during this period are expected to address domestic cargo distribution, the shift in support from Afghanistan to other regions, and the enduring footprint of the domestic workload. As workloads shift and revenues decrease, the DOD transportation community must reassess policies, programs, and procedures in order to become more efficient. Included in the discussion will be end-to-end transportation challenges and potential solutions, opportunities to more effectively leverage partnerships, and future business strategy to include the Defense Transportation Coordination (DTC) and other FAR-based transportation contracts. DOD’s Personal Property Program may also be discussed. With roundtable participants:

This session will address the long standing strategic partnership between Department of Defense organizations and industry. Industry representatives will offer commercial best practices and provide insight into how Third Party Logistics and Original Equipment Manufacturer conduct logistics. The issue of “big data” will be discussed, centering around topics such as the location of inventory and the accuracy of data. Another discussion topic is the need for DOD to be smart buyers of the right stuff by decreasing direct material cost to achieve maximum possible overall savings by partnering with the Military Industrial Base (Captains of Industry), forecasting the logistics marketplace, and identifying cost efficiencies. Finally, attendees will discuss how to incorporate logistics attributes, such as simplicity, reliability, velocity and flexibility between DOD and Third Party Logistics providers.
