At GovTravels 2026, GSA leaders introduced the updated OneGov Rideshare solution, highlighting how federal agencies can leverage a government-wide Uber Blanket Purchase Agreement (BPA) to improve efficiency, reduce costs, and streamline travel operations. Rebecca Bond of GSA and Daniel Brown of Uber outlined both the strategic value and practical implementation of the program.

The updated BPA, awarded in 2025, expands eligibility across civilian and defense employees, contractors, veterans, and mission-related personnel. It also broadens geographic coverage to more than 70 countries and 115,000 cities, enabling both CONUS and OCONUS travel. Agencies can use the solution for temporary duty travel, local transportation, fleet augmentation, and replacement of legacy shuttle services.

A key benefit of the program is cost savings. Agencies gain access to pre-negotiated government discounts, tax-exempt rides, and reduced administrative burden, eliminating the need for contracting officers. Panelists shared examples where agencies replaced shuttle contracts and reduced costs by up to 80 to 90 percent, while others achieved significant savings in fleet management and missed appointment reductions.

The solution also enhances visibility and compliance through detailed transaction-level data, reporting capabilities, and configurable controls such as geofencing and vehicle restrictions. These tools allow travel managers to monitor usage, prevent fraud, and optimize spending.

From an operational perspective, the program is designed for ease of adoption. Travelers can enroll quickly, toggle between personal and government profiles, and automatically receive receipts for reimbursement. Additional features include policy enforcement within the app and the ability to correct payment methods after travel.

Overall, the session demonstrated how the OneGov Rideshare program modernizes government travel by combining commercial technology with federal oversight, delivering scalable, secure, and cost-effective transportation solutions.
